Louisiana, Bill of Rights

I am writing a bio of Mary McCastle, the first black environmental activist in the US. She was the granddaughter of slaves, semi-literate, but she understood the system and managed to be the one who organized enough people to take down Rollins Environmental,  the minion of EXXON disposing of its wastes, which was one of the biggest corporations on the planet.  In my research I came across the real reason Louisiana is in the poor condition it is in, at the bottom of every list.  Here is the reason I can discern at this point of my research
